Brain Drain

Let us see another reason for countries to be third world today. one of my friends who stayed abroad after completing studies and came home these days. During exchange of words he told me that once he had lost his wallet which had all his cards including alien card  which is permit to stay in the country. He went to the immigration office next day and they issued him the new alien card within an hour. Now consider my example, I came back to my "homeland" after completing studies and currently serving in a university as a lecturer. Every year we need to get a security clearance ticket for the car to enter university premises. The car is registered on my brother's name and when I joined university, I presented them with legal documents and everything to issue me that ticket. Since, 2014 has started, we need to get ticket for this year as well for the same car. Even though it is more than one year, I am serving this institute, this is my own country, and I am not able to get that ticket for the car and I am asked by the security personnel on the gate everyday about that. This is kind of respect we are giving our educated people. Did someone say 'brain drain'?
